RIR or production red x Wellsummer chick...been confused about this one! What sex?

This one has had me confused since the beginning. I thought it was a he at hatch but then he looks a lot like a pullet too. I'm unfamiliar with how RIRs and Wellies mature, so I thought I would ask here. It's about 7 weeks in this picture.
