No crow collars do not stop them from crowing, will not stop the OP from loosing ALL of the flock of someone complains and they have killed a fair number of roosters.
He needs a home where he can crow to his hearts content.

Mix is likely Ameraucana with Marans. Common olive egger hybrid. Gives the fluffy feet and a beard! Good looking bird!
