Rooster Collar not working very well

Hi so I have two ameraucana roosters right now that are about 3 months old, one of them doesn’t hardly crow at all with the collar, then again he didn’t crow much before I put it on, and the other is still crowing somewhat loudly. I think the loudness of his crow is lessened a little, but not enough. Is it because he’s too young for the collar and not fully matured? His crowing was still immature sounding before I put the collar on him, and the difference with the collar is minimal. I put the collar as low as possible and made it so tight that I have to struggle to get the tip of my pinky finger under it. My only thought now is maybe he’s too young, any thoughts?
 
I think he may be too young and you should wait till he's older. How old is he? Also, why do you use a rooster collar? :D
He is about to turn 3 months old in a couple days. And I use the collar because I have neighbors close by so I don’t want the sound to carry to far. He still has a youngish look and doesn’t look full grown, he’s definitely smaller than a full grown ameraucana rooster, and he hasn’t started mating yet.
 
The crow collar doesn’t work to stop the crowing, it simply slightly muffles it.
Yeah I know that but I don’t think it’s reducing the crowing sound at all, I’ve seen videos of adult roosters with crow collars on and their crow is reduced to just a gurgling or raspy noise.
 
How wide is the collar. I bought an eBay one and it was no where near wide enough and didn’t do anything. I bought some Velcro by the metre on eBay and made my own. It’s 5cm wide and covers most of his neck.

The tightness you are describing is correct. I can just fit the tip of my pointer finger in if I wiggle and jiggle it.

Maybe it’s the breed, you take it off and see it actually did make a difference, could be without it that he is much louder. If the collar doesn’t work your only other option is to set up some speakers to play white noise in the morning, this might cancel out his crows enough that your neighbors don’t complain
 
Most roosters won't crow if they can't stand upright. Perhaps overnighting him in his own crate/kennel that doesn't have sufficient height for him to achieve his "crowing stance" and letting him out at a reasonable hour to do his rooster thing.
