Rooster hasn't mated or crowed once

My friend found a baby Delaware rooster on the street she brought him in and he does not have any disease. He's at least almost a year old and hasn't crowed once or attempted to mate. Yet we have some silkies way younger and they crow and mate already. Poor Delaware rooster is petrified of everything that moves. He shoves himself in a corner in the coop under a ramp and. He breaths so heavily when he's scared. WHATS GOING ON???

Sounds like you've got a bird being bullied. A very submissive male might not even try to mate or crow if he's under that much stress. Can you post some pictures of him?
