Rooster just tried to mate with the other rooster

My little bantam rooster (15 weeks) just tried to jump on the back of my other "rooster" (doesn't really crow that much, and has never tried to mate with the hen). Does this mean that the "rooster" he jumped on is female?
 
Even if said "rooster" looks like this?

We really need good side views of the bird in question to give you any sort of gender feedback.....being able to see the saddle feathers, tail, etc are key.
 
Wow, this is hard. Edith (the chicken in question) does make a weird howl noise sometimes with the bantam crows. It sounds nothing like a crow, but perhaps Edith is just learning. I'm an ameteur, but it does look like she/he has saddle feathers.

I'm ninety nine percent sure Edith is a roo, which is why this mating attempt is so confusing. He is at the top of the pecking order, protective of his hen, but friendly towards me.
