Rooster or Hen Easter Egger?

Hi this is my 25 week old Easter Egger. She/he hasn’t been laying yet. We have a Rir the same age who is laying. So I might think he/she is a rooster. Out of 8, she is the only one who isn’t laying. So she might be a rooster. She is very quiet though also she has wide broad feathers. But, she has really long hackle feathers.
