Rooster or not?

I thinks its a rooster. Tries to crow, but still not sure. It's twice the size of my other two chickens, but really doesn't act that bossy. What do you think?

Age is around 2 /12 to 3 months. I think it's a Pilgrim Rock. Also have a Buff duck, Welsummer and a white Leghorn. This rock has huge feet and the comb is very red and twice the size of the others. I think cockerel too, but not positive.

The breed is Plymouth Rock, often just shortened to Rock. the color is barred, so they're often just called barred Rocks.

Well, it looks like I got some decisions to make. He seems to only want to try to crow at around dawn and is friendly so far. The crows are not super loud yet, so I'm hoping to be able to keep him, even though I'm not supposed to have any livestock or poultry in my subdivision. I may try a collar if it comes to that and hope he stays gentle.
