Rooster pulling tail feathers out

I’ve attached a pic, a friend’s roo picks his own tail feathers out, and always the pretty ones. Anyone know why? Checked for mitts, nothing, etc. thanks!

He looks older than a year. Sure he's not molting? I usually notice roosters without tail feathers first. That's how I know my flock has started for the season.
