Rooster with very red backside near vent

Hi everyone! I have a rooster with a very red backside near his vent. The rest of his skin is fine. Others have said it’s hormones (he’s 3). Just want a second opinion. His backside is clean - no pasty butt, he has had diarrhea due to the intense heat here, I’m treating him for scaly leg mite and one of my hens just got over vent gleet. Any ideas?

i have the same thing but just with a hen. i looked up if it was water belly and.. well ill screen shot it.

He looks like he's being plucked, & now is regrowing feathers.

Plucking is painful, & causes redness, & swelling.
