Rooster??

Hello... can anyone give me their opinion on this guy/girl? Rooster or Hen? 3 months old... not sure of breed. Not crowing at all. I’m confused by the tail... the feathers are rounded and blunt and look similar to my other hens... but then there seem to be what look like saddle feathers and hackles developing... so I’m confused. Any ideas? Also I’m thinking it’s some kind of leghorn mix because of the brown mixed in... I think he is such a unique looking bird!
