roosters panting??

My two roosters seem to always have their mouths open and I can see/hear them breathing when they do so, but they almost never go get a drink of water to cool down, even when I bring some to where ever they happen to be at the time. I live in Missouri so the weather doesn't usually get any higher than 85°ish. Is there any way to help them cool down more? They do normally try to stay in the shade as well.
Is there anything else that could be causing them to pant?
 
They could have an upper respiratory infection which would labor their breathing. If you hear them breathing, that is probably what's going on. If this is the case, you will want to get them on antibiotics asap.
 
Nope their just hot you can take large ice cream or water cotainers fill em with water then dump the large cubea into a dog bowl fied with water.
