I am new to raising chickens and turns out we received 3 Cockerels instead of Pullets. We are unable to keep Roosters in our city and I am wondering if it is unreasonable to swap laying hens for the Cockerels or should I look solely to re-home them?
 
You can do both. Advertise to trade for hens or rehome. I’m not sure if anyone will trade their laying hens for cockerels, but look around in your area for POL (point of lay) pullets or hens.
 
is it because of the crowing? if so, they sell little bowties that stop crowing online.
When it’s a law not to have roosters, it is not wise to use collars or other methods to keep a rooster from stopping crowing. Doing this makes it so that others are not able to keep chickens because people cannot follow the law or rules.
 
animal auctions buy and sell. maybe you can trade with someone. Google where they might be close to you. Be careful though. isolate your new birds from there for a few weeks to see if they are sick.
