Rouen Help!! Female has fluff on her chest 5 months old! and with a wing issue

Hey guys,
I am have a female Rouen who has like corse baby fluff and an odd wing that the drags around. Here are some pictures:





This is her fluff.. it must weigh aton! She should have all of het.


this is her odd wing. I am not fanning it out at all…. It drops down really low..

Im not sure about the wing, it may just be in her genes. However the fluff on the front looks like some other bird pecked off the top layer of feathers and left the second layer behind.

Will it grow back?? We got her off of craigslist and they had lots of drakes but she's not old enough to mate. And they had lots of females.. They do show ducks

Yes it will grow back sometime between now and this spring when she goes through a molt. If they breed their own to show them, then the wing could be a birth defect from them inbreeding which is probably why they sold her.
