Rules of having chickens in San Rafeal CA 94903

I was wondering if it’s allowed to have chickens in San Rafeal . If yes what’s the limit and which breeds are the quite breeds that doesn’t annoy my neighbors

The City of San Rafael allows for four (4) female chickens (hens) without a permit. To have more than four hens, a resident can apply for an administrative permit (§14.17.020). San Rafael also has sanitary regulations, which are not as strict as San Anselmo’s previous rules. In San Rafael, any person keeping animals within the city, consistent with provisions established for animal keeping, shall make all reasonable and lawful sanitary provisions for the keeping of the poultry, fowl or other animals (§6.04.060). “ it doesn’t say anything about breeds so I don’t think that matters.
