Self pecking

Hello,
Can anyone offer any advice on our bantam who has recently started self pecking?
This has followed an autumn moult. She had a bald patch on her back as she kept pecking the new feather growth. Her back has now almost regrown, but she’s started badly pecking the area around her tail. I’ve been spraying her with anti peck spray, and using a healing ointment, but that doesn’t seem to deter her.
She lives in a large coop with 2 sisters, both fine.
She free ranges every day and has dust baths. She has layers pellets with algae, and water with apple cider vinegar. There are no roosters. Any advice on how to help her welcome!
I’ve just today made her a saddle to cover the area, but I’ve had to bandage it around the tail to keep the area covered and she clearly doesn’t like wearing it, it’s throwing her off balance.

Use a saddle that covers the entire tail area.

I personally haven't dealt with one who picks her own pin feather, only certain flock mates.
