Serama with swollen/irritated eye

so I guess this isn't my month with everything that's been happening with this new roo. Monday I noticed some swelling or liquid retention/ irritation on his right eye. Tuesday I started him on enroflox 100 (baytril) and noticed his other eye was also starting with the same problem. I've been giving him .01cc every day since ( today makes 3 days) and rubbing in some neosporin. It doesn't seem to get any worse but not any better yet. Any ideas? As always thanks in advance!

Any ideas guys? I would really like someone's advise on if I should just wait and let the meds work or if I need to call out sick tomorrow and take him to the vet?
 
Ok so the vet couldn't see my roo today and really couldn't give me any advise over the phone. Today is his last day on baytril and he doesn't seem to be getting any better but it hasn't advanced either. Any advise will be greatly appreciated
 
Ran out of ideas and went through just about every post on here that has to do with eye problems. I decided to ask one of the ladies at my local feed store that seems to know a lot about chickens and she advised to give tylan 50 for 5 days. I explained that I gave baytril and she seemed surprised it didn't work. She told me to squeeze the fluid area and see if any puss would come out, which I did and had no luck. She gave me a powder to squirt in his eyes, once a day in each eye unit it gets better. Can't remember the name of the powder but I remember it said for cats and dogs, yellow bottle. I will get the name when I get off work. Would really appreciate someone's input so I could help this little guy. It doesn't seem to bother him much though. No scratching nor does he have it closed but I'm pretty sure it's irritating
