Sexing RIR

I am starting to doubt whether this little one is a hen or a roo! I was convinced she was a hen, but my husband is saying differently. She is approximately 5-6 months old. She is not crowing but also not producing eggs. Is it too early for either?

I mean.. My three month old cockerels are crowing so i’m gonna say pullet, also the tail isn’t in an arch. Pullet.
