she's pecking herself!

3 week old buff, she keeps pecking at the right side of her neck. I searched forums and put antibiotic ointment on the spot, it also said to put iodine on it but I don't have any of that here now. There's 7 other chicks in the brooder with her and she's the only one with a problem, so I don't think its a mite. Any help is appreciated in advance,thanks
