Sinus or eye infection?

I have 2 silver appleyard ducklings both 2 weeks old. I noticed they both have this black area around their eyes that goes to their beaks, they're also missing feathers around their eyes too. Is it an eye infection or sinus infection? They have a bucket to dip their heads in

The picture isn't really clear. The ring looks like normal appleyard markings. Maybe I'm missing something?
