Small air cells day 17 Help!

This is my 3rd time incubating....both previous hatches I have only had 4 chicks hatch out, the rest died in the egg fully formed. I am on day 17 and the air cell seems too small (maybe the size of a 50 cent piece), but while candling I know the chicks are alive. I am wondering if I should hatch in cartons so they don't drown from the small air cell?? I have never used cartons but am really nervous I am going to end up with the same results as before. Any advice would be greatly appreciated!
 
My air cells looked a lot smaller for chickens then when I hatched ducks. It wasn't too big I was concerned, but they are hatching.
