I lost all my strawberries two winters ago to frost and as I was tilling last year noticed that some had survived. I babysat these 5 plants and when they sent out runners I rooted them, and today I have about 25 or 30 that are actively blooming and also sending out shoots. I never noticed the old plants sending out shoots in the spring, only in the late summer and fall. Is this normal, should I do anything with then other than train them back into the bed. These new plants are HUGE about 12in tall with leaves as big as my fist.with lots of blossoms.
 
Congratulations on salvaging your strawberries! The ones in my friend's garden are also sending out runners like mad, blooming, and bearing fruit right now (got two hands full of berries yesterday!) so all I can say is that it's behaving similarly to yours. I love that it grows so vigorously, it's actually shoving out the weeds!
