Switching from heat lamp to heating pad

Hey so we've just hatched chicks. From past experience we started off with a heat lamp. Now I'm worried about my kids messing with it. I've heard of putting a heating pad in. Question, how do you go about transitioning them (three days old) to the pad. What temp should under the pad be? (Its about 3-4inch off the ground) TIA!
