Tender Feet?

O.K. so My now 8 week old chicks finally got a chance to go outside(I know its time to cut the apron strings) and 2 of them just stood there for hours not moving. The other 4 were in heaven strutting and scratching and eating everything in site. It was as if the 2 had tender feet or something. Is this common? It was kind of funny the rooster would just sit and pearch on a piece of wood we had for him and the other girl stood at full attenting looking around and clucking but neither one would walk around.
As soon as they were back in thier brooder(only 1 day until I kick them out for good) they walked and strutted like normal.
they have been living on pine shavings. Any comments/suggestions?
 
We had several chicks who were kind of weirded out when we finally moved them outdoors last summer while others didn't have a problem with it at all. They eventually followed everyone elses lead and finally realized that the ground was a good thing.
