There are several diseases that require culling of entire flocks.

Most, if not all of these diseases in this link...I'd cull in a heartbeat. I've culled for less reasons.

As a responsible caretaker, I would certainly cull my chickens as needed and without hesitation. What I'm opposed to is an over-bearing government coming onto my property and indiscriminately eradicating my entire flock. They will not check to see if it's needed, they'll just declare it to be so.

This normally happens when someone submits a bird for necropsy and that bird tests positive for one of the diseases that require culling.
