Very new to chickens. Does anyone know if this is a Rooster?

    This is Penguin and it's about 9 weeks old. Penguin has started to make some funny noises as the sun comes up and out grew a chick a week older than it. I'm new here, but can anyone help me figure out if she is actually a he?

    Looking at the size of the comb and it being only nine weeks old I would say it is a rooster.
