They are shy and not easy to catch

My turkey gets really vicious with the hens and starts pecking at their heads while doing his business. Is this unusual or is it normal for some? It is not very nice to watch and looks painful for them.
We have yet to have any babies, so maybe they are not liking his nastiness. They are sitting on the eggs but nothing.
