That's a roo. Besides the tail feathers, I don't think the BODY says pullet. The back doesn't look right for a pullet. JMHO

I'm going with a slow maturing rooster. One of my black english roosters looked this way for such a long time hubby kept saying you sure thats a cockerel?

my australorp female looked like that one as a baby but she hasnt matured much she is skinny and small she looks kinda like a buzzard or crow. but she is laying so i am thankful
