welsummer?

trying to find out if anyone else thinks this is a welsummer. if not then what are your opinions.

Yes.
I believe that is a hatchery Welsummer.
It lacks a defined mottled chest, but has a 5 point comb and good saddle and hackle feathers from what I can see from the one picture.
I have had a couple black chested Welsummer cockerels; he looks like them.
