What am I and do You still say pullet?

So here are the two rescues again:
Izzy, who I am pretty sure is an EE

And then the mystery bird! What is she, and what is with her little neck frill? She has a spot on the back of her head where feathers curl up towards her beak!?

And there are there tail feathers and hind ends.
No idea how old they are.

A little bit of polish? Hmm...I guess that would cause the feathers to point up towards her beak. Thanks

They are both EE's (crosses) as they both have pea combs and beards. And both are girls.

I have 2 EE roos, that have similar feathering...see below:

odd, obviously mixed with something, mine are about 9 weeks old now, can't wait to see how they mature!
