What breed is this and is it a hen or rooster?

I looked up Maran chicken. They do not have feather feet. On Bing.

Marans can have feathered legs or clean legs. Some hatcheries call the feather footed marans French marans, sold separate from normal marans. Sometimes it's just random whether a marans will have the feathery feet or not. I have two feed store marans, and one has feathery feet like the rooster above, and the other has clean legs except for a few feather tufts.
