What breed is this pullet?

About 7 weeks.

It has a common cockerel coloration. However, I'd expect to see more comb and wattles development for a cockerel that age. Post updated pics in a couple more weeks. Could potentially be a slow developer.

It might not be, but that pink red comb is what made me think it.

I've been worrying that your RIRs are cockerels. On the feather growth theory, it's the most accurate on RIRs. That alone has been saying cockerel. And yes, the comb looks questionable.

It's definitely not a pearl white Leghorn, but it could be a pearl star Leghorn, in which case it has to be a pullet because the males have barring. But I think it could be some type of Easter egger, and in that case it could indeed be a cockerel. I would give it some time before deciding.
