What breed of rooster is best with children?

Individuals vary so much, there's no fool-proof breed choice. I agree that hatchery RIRs tend to be bad! I've had several Speckled Sussex roosters; half were wonderful, and half were jerks.
Salmon Favorelles tend to be sweet gentle souls, and beautiful. They can be too mild tempered to get along in a mixed breed flock (the hens), especially if you have RIR or production reds (nasty!).
Some EE cockerels are nice, and my bantam EE cockerels have been fine.
Really, it just depends!

When suggesting starter chickens locally, I do not hesitate to put some American Game strains at top of the list. Care must be taken where some are not suitable. Several of mine are outright pets and are used to educate kids. They are of intermediate size, long lived and tolerant rather tough conditions. They are also pleasant to look at and make exceptional daddy birds if given the chance. Acquire one locally and I suggest getting him as an adult from someone that demonstrates the roosters are gently. Do not rush the search.
 
Austrolorps are good I’ve heard, or how about another OEGB? Also Easter eggers are pretty sweet. It really does depend on the individual bird though, you could have one sweet EE and one really really mean EE. Proper boundaries set from the beginning really help, and don’t let anyone get slack! Keep those boundaries in place and you’ll have a good cock. Some do not respond no matter what you do and they are going to be mean. With kids around it’s best to rehome/cull (though I hate to say that, I feel every animal has a right to live no matter what, maybe not a healthy outlook but I can’t stand to see anything killed).

Also free range roosters tend to be gentler and less aggressive. With more space their not feeling threatened/their space isn’t feeling threatened. But they do have a higher chance of being eaten. Lots of space and lots of hens make for a good cock.
 
Old English Game can sometimes be aggressive. I have bantam rooster that is that breed and he loves to come at anybody's ankles that come near his hens. He lost both his spurs so he doesn't really hurt.
Sometimes a rooster will think you are one of his hens and will come after you or in some cases the rooster sees you near his hens and thinks you are trying to steal them or hurt them.
A rooster who is a coward will not attack.
