What gender is this silkie!?!

I got two silkies today. One is a white 1 year old rooster and the other is a blue 4 month old silkie.We don't know what gender the blue one is. I'm really hoping its a pullet. S/he acts like a girl and hasn't crowed. Wouldn't it be crowing by now?Wouldn't the other rooster be pecking or fighting this one if it was a cockerel?

its crest would be much more pom-pommy at this age,
mine are 5/6 months and still dont crow, silkies are slow maturing
silkies are gentle and hardly fight, they may have when you weren't around, and at that age they normally only have tiffs with thier own age group, and wont attempt going near a crower
