I noticed several birds yesterday with what looks like tiny snowflakes around the bases of the feathers around the face. They are white and appear to be some kind of parasite or egg??? They are firmly attached. Any clue what this could be? How to get rid of it?

What do they look like? Do they lay eggs on the birds? Anybody got any pics?
