What is this?

Okay, so had my first successful chick hatch. Shes a cross breed. Ive already splinted her curly toes so dont mind that, however, i noticed these small black balls at the bases of her hair/down. It's probably something i should already know but im drawing a blank. Normal?

Simply an area where her down is not well developed. I had a chick from my first hatch that looked similar across one side of her back and hip. She never had any down there. Several months later, she was the most beautiful pullet in my flock, very well feathered out.
