There was a chicken-dove-pigeon looking thing on my friend's roof top. What is this?

That's a pigeon all right! It looks to be a fancy breed, though. It's probably an escapee from someone's flock, or just a free ranger.

It does look like a cartoon doesn't it. You might want to post in the pigeon board and see if anybody can id it. Being white, wonder if it is lost from one of those white bird wedding release type things.

Not big into pigeons at all, so I can't really tell you what breed of pigeon it is, but there are plenty of really pretty pigeons out there to the person who called them creepy

Looks like some type of Cropper Pigeon that's either molting or has been attacked by a bird of prey and was injured on the neck.
