What sex is this Cochin?

Seems to be cockerel...
10-11 weeks old. Last two pics are as a 1.5 week old.
also, what colour is it? Is it a splash? It was a light grey, almost lighter than lavender when a baby. Bought as Blue Cochin with another that turned out pure black. Why are they called blue if they are black and white splash?
Such a friendly chicken but I can’t keep if it’s a cockerel in my city.

That's a cockerel. The blue color in chickens doesn't breed true, so there are birds that are splash, black in the spectrum. I'm not too well versed in chicken color genetics, so maybe someone else knows
