What's wrong with my chickens?

I thought the rooster was ripping out feathers but now they are losing feathers around their tails.

? How do I fix this?

It looks like molting from the new feather shafts growing in. But the rooster could have done some overbreeding damage as well. How long has this been going on? If it has just happened, it is probably just a molt. How old are the hens?
