When do silkie chicks not need lamp at night?

Hello, I have two silkies and they are 3 weeks old. I haven’t been putting the lamp on during the day for them because they seemed to be panting and hiding. They are doing just fine without it.
At night it’s like they still hide from the side that has it. So I was wondering if anyone knew when they don’t need it at night? It seems to vary with each set of baby chicks I have but it’s also going into summer and it’s mid 90’s where I’m at and 60’s at night.
 
No need to keep light on when your ambient temps are in the 90's. At night they still venture away from the heat.......... means they are still too warm.
My views, and possible solutions.
At 3 weeks, the chicks are close to be able to tolerate no heat added at the 60°F temps. Make sure they are fed for the night, and are in a draft-free spot.
Second option,,,,,,,, still keep the light on, (at night) but reduce the heat output. (smaller wattage bulb) or a dimmer switch to reduce heat output.
