When to move chicks from incubator to brooder

I have 4 hatched chicks in my Magicfly Janoel 12 so there’s not much room. There running around and starting to peck at each other. They’re not fully dry but for the most part they are. There’s still one egg pipping and I don’t know what to do. Should I move them to the brooder so they have more space? What about the egg still pipping? All help is appreciated!
 
You want them to be totally fluff up and dry before you can move them, but if it is too crowded, you can remove the empty shells and or move couple that had dried the most to the brooder so the one pipping will have cheer leader company.
