When will my roo start to look like a rooster?

I have a BA roo that is 9 weeks. He has this beautiful comb and impressive set of wattles, but his feathers are rounded and he has that fluffy rump like the girls. He looks just like a miniature "mother hen" at this point. When will he start to look more "roo-ish"??
 
I would expect that even a slow maturing Rooster would start to look the part by week 14 at the latest. From what I can tell it depends on the bird too (just like people). We have bunch of Rhode Island Red boys and some of them look very roosterish at 9 weeks while others just don't.

He'll get there.
