Two eggs hatched today. The father of both is barred rock but one mother is ISA brown and the other is Cinnamon Queen. Can you tell me which is which?

ISA browns and Cinnamon Queens are both types of red sex links, so it would be nearly impossible to tell who the mothers of the chicks are.
I was just about to say that.
If I were to guess, I would say the darker colored one with a small dot on its head is the offspring of the cinnamon queen, since cinnamon queens have darker colored down than ISA browns when chicks.

That was my guess too, judging by the egg shells and residual dampness of feathers I think the darker one hatched first. Whoever hatched first came from the cinnamon queen egg.
 
Am I right in assuming that since the father is a Barred Rock there is no way to sex these chicks other than waiting to see who crows?

You are correct that they cannot be sexed by their colors since the father is a BR and not the mother/s, but a very high percentage of chickens can be sexed before they crow.
