Mine seem to do it when they are stressed. Or is it aggression?

Mine do it when they are hot to cool down (like a dog would). Panting releases heat from the body and exposes blood rich areas of the mouth to the cooler outside air to cool the blood.

I haven't noticed them doing it in response to aggression, just when they are hot.

Mine do it when hot and sometimes when stressed out, like after a fight with
    another bird.

Ever put a cat in a box in a car and watch it pant? Same thing...

when they pant continuously it creates a condition called acidosis which recquires that you give electrolytes

um.... slight correction, animals like people have ph level of their blood. They pant because they are ascidic, in their blood, they are basically "blowing off" excess carbon-dioxide in their blood. or they are just hot, you could try putting a big, shallow, container of water for them to stand in if it gets really hot outside. i did this to keep them from standing in their drinking water.

Why do chickens pant? Because dresses would look silly.

(Okay, I think I need to go read the Wall Street Journal now to get in a proper, respectful mode to continue posting on BYC.)
