Why do two of my 16 chicks not have tails?

I don't have Araucanas, though. The two without tails are Speckled Sussex and AMERaucana.

We got 2 speckled Sussex in April. Both were suppose to be pullets. Had the same issue where one feathered in faster than the other. Sure enough, the slower one ended up a roo.
