Why is my Naked-Neck neck smaller than the others?

We have had these chicks for three weeks and our Turkin has only developed wing feathers while the others have developed more, and we're noticing that the Turkin is a lot smaller than the others too. She is also constantly eating, The only time she's not is when she's drinking or sleeping. But she's not being bullied or picked on, so I was wondering what was wrong.

We got her from a local feed store that got her from Hoover Hatchery.

That stand's to reason. Hatcheries are more interested in the chick production sales, then in keeping the breed's to standard look's.
