why is my young roosters tail lying to one side??

i have a 14 week old japanese bantam rooster and his tail in lying to one side when he comes out in the morning his tail is up but as the days go on it fall over
why is this?
 
Sounds like it could be what they call Rye tail. It is a genetic fault. I read that this is a common problem in Japanese Bantams. I had this problem with one of my Ameraucana roosters. I was told it is a hard thing to breed out so my boy went to a pet home.
 
On my blue wheaten Ameraucana rooster it showed up when he got all of his tail feathers as a 9 week old chick. I also had a BLRW rooster with Rye tail and it showed up early also.
