Why is only one Friz. Coch.bantam feathered out?

I bought 15 straight run black frizzle Cochin bantams chicks. 3 weeks old now and One is almost completely feathered out. The rest have only wing feathers. Do I only have one female? At 5 days some showed signs of different amounts of wing feather growth so I thought I had several females. Combs are different sizes. Could some of the females just be late bloomers?
 
Pictures? In cochins the males generally feather out more slowly than the females. It's not 100% , but can be fairly reliable. Males also get pink combs fairly early, by 4-5 weeks, and they are red by 6 weeks. So you should know in another week or two.
