A bantam would probably work. A large hen would more than likely break the eggs. I have set pheasant eggs under a hen but never tried quail.

quail are born in 4 wheel drive and they leave almost as soon as they are born the hen will never catch them I found an escapee in the yard the other night

I tried this years ago with a bantam hen. She incubated the eggs successfully but the quail did not understand "hen speak" and all wandered off got too cold and died. I believe It would only work if you took them from the hen before they hatched and had an incubator to finish them in.
