Wow.. What to do

Free ranging helps, as does having a sharp knife ready for any that are unsuitable. I have 8 roosters in a flock of 30---it is doable BUT if you have issues with them overbreeding your hens you might well have to cull some. I have a strong alpha rooster that keeps the rest in line.
 
I would definitely get rid of two at least. Two roosters for only thirteen hens is still overdoing it a bit. You can see how it works, but if the hens are getting scratched from breeding, then you'll have to stick with one.
