My 13 and a half week old cochin bantam rooster was mounting a pullet. Is this normal this young. I shooed him off because I figured she's not ready for that.

My 13 and a half week old cochin bantam rooster was mounting a pullet. Is this normal this young. I shooed him off because I figured she's not ready for that.

It's normal.
If he's being a pain to the pullets, you will either have to shoo him off all day long or pen him so he can't access the girls. I'd pen him within sight of them so he remains part of the flock.
Pullets take several weeks longer than the boys to sexually mature.
